With reference to your Letter of the 30th : I am directed by the Lords Commiss of the Treasury to acquaint you for the information of the Earl of Aberdeen that Sir H. Pottinger's Proclamation dated 27 April 1842, and his other proceedings connected with the circulating medium in Hongkong and other places in China in the occupation of H.M's Forces appear to their Lordships to be judicious.

I am however to state that in their Lordships' opinion it will be proper to instruct Sir H. Pottinger, in accordance with the established rule observed in all H.M's Colonies, not to make any future Regulations giving currency to particular coins, or altering the rates at which particular coins are current, or in any other way affecting the circulating medium, without having first received Her Majesty's sanction conveyed to him through the Secretary of State.
